Every one of those ranges assumes somebody already knows what is wrong. That is the whole trick of pricing a leak: the repair is often cheap and the finding is the skilled part. [A roofer who quotes your leak over the phone is quoting somebody else's roof and hoping it rhymes with yours.]

Decking that has been damp for a season is soft, and soft decking comes out. This is the single biggest jump between a $600 repair and a $2,000 one, and it is entirely a function of waiting.
Two leaks in two places is two repairs. It is also a signal worth taking seriously on a roof over fifteen, because the third one is usually already forming.
A tarp tonight and a repair on Thursday costs more than a repair on Thursday. Sometimes that is the right trade, and sometimes the rain has passed and it is not.
Roofing cement over failed flashing is cheap to apply and expensive to undo, because it has to come off before the real repair goes on. Old bad repairs are a real line on a real quote.
The line insurers draw is sudden and accidental against wear and neglect. A limb through the roof in a storm is covered. A twenty year old roof that finally gave up is not, no matter how sudden it felt to you.
Which means the evidence decides it. Dated photographs from the roof, a written report that describes the damage as storm damage rather than age, and a claim filed inside your policy's window. Plywood that stays damp loses strength and delaminates. Once it is soft it is a carpentry job before it is a roofing job, and the roofing still has to happen afterwards.
